Municipal Service Reviews
LAFCO conducts a Muncipal Service Review (MSR) for each city and special district in Stanislaus County. This document is required to be completed prior to or in conjunction with an agency's Sphere of Influence (SOI) Update. Staff typically combines the MSR and SOI update in one document. Below are the most recent Municipal Service Reviews adopted for each agency.

LAFCO staff updates Sphere of Influence Maps for each city as changes occur and to reflect current city limit boundaries. If you have any questions regarding a specific area, please contact our office.
- Sphere of Influence (SOI)
- Plan for the probable physical boundaries and service area of a local agency (within a 20 year period).
- Primary Area
- Area around a local agency within which territory is eligible for annexation within a 0-10 year period.

Special Districts Sphere of Influence Maps
Special districts are local agencies that provide public services such as fire protection, sewers, water, and storm drainage. California has over 3,300 special districts. Stanislaus County has 74 of these districts, each with its own LAFCO-adopted Sphere of Influence.
